Actually, I should have known much better than that. As Yaakov correctly points out, this has nothing to do with ncurses. It just isn't implemented in Cygwin. I'll add it to Cygwin 1.7 but I wouldn't suggest that you try a cutting-edge version of Cygwin just for this.
