Hi Emily, I checked the FamilySearch collection and they do have other census records, which are not labeled as such in the metadata. An alternative way to get some (but not all) of them is via the creator search (https://www.familysearch.org/records/images/search-results?creator=Chernivtsi%20city%20magistrate).
Also, in navigating FamilySearch the extensive published guide and registers to the Chernivtsi state archive might be helpful. They are in Ukrainian, but Google translate works well on them. The pdfs of complete books are freely available online: http://resource.history.org.ua/item/0014007 http://resource.history.org.ua/item/0014005 http://resource.history.org.ua/item/0014006 Attached below is a google-translated annotation of the Fund 39, where all the census documents are collected. Iosif Magistrat der k. k. Hauptstadt Czernowitz F. 39, 7213 units. collections, 1781−1918. Descriptions 1–4. German language. The Czernowitz city government was created by order of the Military Administration of Bukovyna in 1775. The first elections to the Czernowitz city government were held in 1786 based on the instructions of the Supreme Council of August 25, 1785. The elections were held under the supervision of the military administration, the city manager and 4 advisors The administration was directly subordinated to the military administration, and after its liquidation in 1786 to the Bukovyna district administration. The magistrate consisted of the burgomaster, vice burgomaster and city councilors. Departments and divisions were created in the magistrate: the economic department, which was subordinated to the tax-execution, settlement, school and construction departments, the department of trade and industry, the police department, to which the sanitary, fair, veterinary, and fire departments were subordinated.
