Have you done much database development before? This doesn't sound
very complex at all.

Are you looking to use Dabo to do this, or exim?

Again, this sounds like a very common database app.

Do you already have the database design in place, or are you creating
that, too?
There's really no way to estimate time, since it depends completely
on a) how adept you are at database design, b) how familiar you are
with the framework, and c) your overall development experience.
