GENERAL: Netilas Yadayim and Changing Diapers

Shmuel Bloom asked:

If one has to wake up in the middle of the night to change his crying
baby's diaper: 

(a) Does one have to first wash his hands (negel vasser 3 times)? 

(b) Does one say a bracha on that washing? 
 
(c) Does one have to wash ones hands (neggel vasser 3 times) after
changing their baby's diaper?

The Kollel replies:

[This response is not intended to be a Halachic ruling on the issue.
For all practical questions, please consult your individual Posek.]

(a) ONE SHOULD WASH THREE TIMES ON EACH HAND BEFORE CHANGING THE
DIAPER (See HALICHOS SHLOMO TEFILAH 13:16, p. 170, in the name of
Rabbi Shlomo Zalman Auerbach zt'l).  However, in a case of difficulty
there is room to be lenient not to do Negel Vasser three times when
arising in the middle of the night - see Halichos Shlomo there Dvar
Halachah #25, but see KAF HA'CHAYIM 
4:4 who is stringent.

(b) ONE DOES NOT SAY A BERACHA FOR THIS WASHING.

(c) ONE SHOULD WASH ONE'S HANDS AFTER CHANGING THE DIAPER BUT IT IS
NOT NECESSARY TO DO SO THREE TIMES.

(See Halichos Shlomo 20:16, p.245, that someone who touches a part of
a young child's body, which one is not particular should be covered,
does not need to wash his hands. This implies that when one changes a
diaper, which involves touching parts which one is usually careful to
keep covered, one does require "Netilah". See MISHNAH BERURAH 4:39
that washing three times is not necessary after touching a covered
part of the body or excrement.)
