A bulk whitespace cleanup is easy, code-wise.  The problem is that it
introduces a huge amount of (spurious) conflicts if people made "real"
patches in a repo without the whitespace cleanup.  That is, a batch
cleanup will cause an "edge" in the history across which commutation is
ugly.

Since a major release will constitute such a bit of an edge anyway, it
seems like a good time to sneak such patches in.  I expect them to
happen just BEFORE tagging, rather than just after.

The bug ticket contains an Emacs script to do the cleanup.
