This can be used for an inplace upgrade to the latest hashed format.
Right now it only handles old-fashioned => hashed, but there may be
future format changes for which this can be reused.
I've applied these two, but they broke the manual:
compiling darcs_print.tex...
darcs_print.tex:5819: \verb ended by end of line.
darcs_print.tex:5819: leading text: ...verb!darcs optimize' performs an inplace
I suggest you fix that and just push it without review.

Fetching a hashed repository would be faster. Perhaps you could persuade
the maintainer to run darcs optimize --upgrade with darcs 2.3.1 or higher?
