What are you trying to accomplish? fwiw, I just tried and indeed it fails,

By dragging I've meant scrolling a magnified image within the view.

You *are* talking about darkroom view, I can but have no idea why you can
not. If you are talking about lighttable view, I don't believe there is
provision to increase or decrease view other than full-size, "z" or window
size.
If you mean something else, please help me to understand.

Of course, I'm speaking on darkroom view. So it lost the ability to
scroll (pan) magnified image through dragging. I can try to revert
commits and rebuild DT to find where it has lost the ability to scroll.
Or maybe it's due to some recent system updates? Other programs work well.
