I think that is an entirely different discussion, isn't it? I agree that
it would be a nice feature if the user was able to select UI language
independently from his OS language, but I don't think the user should be
able to choose whichever languages are deemed as "incomplete", i.e. have
less than 90/95% (or whatever) translated strings.

I don't see a situation where selecting an unfinished language would be
desirable for a user -- except if this user is also a
developer/translator, in which case it might be reasonable to assume
that he/she is able to run a non-release version (which should have all
languages enabled, IMO).
