Indeed. Only lines that aren't translatable should be ok, and yet,
translator should be able to check them and easily mark them as translated.
I don't see the point to include any language that isn't translated at 100%.
It wouldn't be a bad idea to have the incomplete .po files somewhere (just
as an optional download probably), at the end, that's how new contributors
also join and why I ended up helping a bit with translation.
