That's easily possible. Just move the mouse pointer over the shape and 
CTRL-scroll. The opacity value is even displayed close to the shape name 
in the mask manager.

I would really leave it at 100%. In most cases users will use a mask to 
have a module's effect limited to a certain part of the image. However, 
in the selected part they want to get the module effect in full extent.

If the default was 50% users would need to adjust the mask opacity in 
most cases which is quite inconvenient.
