I too was unaware, until the recent Feature Request thread, that the order of the modules in the right panels had any meaning. The only tab that I was able to see the order being in order of application was the "Active Modules" tab since it was modules that I used.
As mentioned by Torsten Bronger, the order isn't intuitive unless you are aware of it, from experience or reading the manual. I'm one of those who only looks at the manual if I'm unsure of what something does. Unless you mean only users who know what the module order means. But one has to read about it in the manual; it is not intuitive. FWIW, it took me a long time to learn about it. Before that, I thought the module order was random.
