I agree on that the behaviour should be consistent all across the UI,
whatever the selected behaviour is.

Having said that, the problem with  acting on selected images when you are
displaying only one is that you can perform a non recoverable action on
those thinking you are only acting on the image it is being displayed to
you. For example, changing rates or color labels. You won't even be
notified that you changed the rating of more than one image.

Also, you need to think that we have somehow a special mode of working, as
you can act on images that are just hovered, not selected. That also
introduces a point in which a decision has to be made: on a key press do we
act on selection or on hovered image. And what happens if you have a
selection but are only displaying one image out of the selection and while
hovering it you press a key accelerator?

Thus,  the only act on selected images isn't so obvious in other
situations.
