You can do both in DT. Open the mask manager on the left panel in the
darkroom and select the area, using one of the offered methods. Then go
to the module instances you want to apply to this area and select the
area in the drop down list. Apart from this, you can refine or expand
this area for the particular module instances.

You can do such things and even more. E.g. you could limit the noise
reduction on this area AND on the darker parts (parametric mask), while
detail remains untouched in brighter parts.
