Well, your assumption is wrong. tone curve works in Lab all the time.
And in manual mode, it will do exactly what you expect.
If "scale chroma" is enabled, it will increase the color contrast as
well, to match your visual experience closer. This sometimes fails for
me, especially for red tones, but there is a blend mode to reduce the
strength of the effect.
