I just did some work on this again:
No. 2 did not work for me, so I did use No. 1 in the following way:
1. copy ~/.config/darktable to another location
2. create a tag list in Libre Office Calc in the second column of a
spreadsheet
3. open library.db in SQLite Database Browser
4. look for table "tags" and search for the highest index no., add 1 to
this number
5. insert this index no. into the first column of the spreadsheet in
the first line with a tag
6. pull down the index no. so it increments for every line with a tag
7. use a second tab within Calc to convert to sql: =VERKETTEN("INSERT
INTO tags VALUES(";tags.A2;",'";tags.B2;"',NULL,NULL,NULL);")
8. copy/paste the content of this second tab to a text editor, save it
as UTF8 text file named new_tags.sql
9. Import this file with SQLite Database Browser, confirm NOT to create
a new table but to import to the existing one.
10. Open darktable and check
Til now it looks like everything is working fine :-) .
I'm not quite sure but VERKETTEN seems to be CONCATENATE in english (?)

1) Add them via a sql add on the library.db (it's a sqlite database).
it's a obvious & not recommand to touch the database but it's a hackly
possibility
2) add tags on a raw (or a jpg file) then import it on darktable.
2.1) You can use exiftool with the option -tagsFromFile to prepare this
kind of file with lot of tags
I recommend the second option ! ...
