I'm having the same problem under Linux.
Version: 1.7.0.1429457817.bb640d5-1412.1.TM
Arch: x86_64

Darktable refuses to export regardless of file/directory
settings/permissions.

Nothing relevant in /var/log/messages.
on-screen error message only says that darktable cannot write the file.
it doesn't say why it can't write the file.

When I start from the command line with "-d all" the relevant part,
ignoring the startup, is

There is no WHY

As the OP says, altering paths, altering permission, makes no difference.
