There are probably more aspects to this than I'm aware of, but besides the base curve affecting what gets pushed through the input color profile IOP, it also affects what modules like global tone map, shadows and highlights, etc are seeing during processing. The tone curve is after most other modules in the pipeline, so my way of thinking is that they're complementary, one shaping the data that gets pushed through the other modules, and the other working on the data that gets pulled out the other end of the chain (for final adjustment of black and white points without affecting other things, for instance)... for whatever that's worth.
