I think this can be implemented using categories. At first, you need to created one category per document group, then you need to create one category per user group, and then you need to create subcategories within each user group as links to document categories which those users have right to access. Thus, pass a category corresponding to a user group as &c= CGI-variable, you'll have a limit only by documents which that user group have right to access.
