I don't have time to further add new features to the module, but would
be willing to take over maintainance (I am currently using the module
in several projects, so I have an incentive to keep it up to date). 
My cpan ID is CEESHEK.

The only concern would be that I am not currently familiar with the
internals of DateTime, as I am only a user at this point.  There may
be someone more qualified from the DateTime developer pool that would
be willing to take over.

I have put together a tarball with fixes for the two outstanding bugs,
plus I've added another test file for the parse_time functions.  I'll
email that to you separately, and you can do with it what you like. 
It might save you some time...
