It is supposed to be feature-complete, yes. What _can_ happen anytime is  
that the DateTime API changes in an incompatible way (very unlikely,  
although it has already happened) or that PostgreSQL adds some more  
formats.

However, what really needs some work is the test suite. It does not test  
all methods at the moment which is the main cause why bugs in less used  
code paths can slip in.
