Actually, it probably returns more than you want. There are hundreds of timezones, and most of them are duplicates if you are only interested in their current behaviour. For example, there are 25 timezones in Central Europe that have a different history but now are all the same. There are only about 93 distinct timezones if you only look at 2008 and 2009. I've included a list below. Of course, you may want to include a longer list in your application; e.g. at least one timezone per country. It is, I suppose, not immediately clear for someone in Reykjavik that he should choose the Africa/Abidjan timezone... It may be useful if these kinds of lists were packaged and put on CPAN; maybe I'll do that at some time.
