Jason, You can find it under "montavista/pro/devkit/lsp/ti-davinci/include/media/davici_vpfe.h". I see you wrote "davinc_vpfe.h" the "i" is missing.
Probably you have to set the varaible "LINUXKERNEL_INSTALL_DIR" in "Rules.make" to point to "ti-davinci" directory.
