Maybe this has already been fixed and my reply is "stale" - but taking
that risk.

From what I can see, the NCC isn't authoritative on the 28.147.in-addr.arpa
zone, so trying to add an in-addr arpa object with "nserver:" in it tries
to instruct it to do something it can't do - put a delegation in the parent
zone.  This seems to confuse the tool...

Since the parent zone is (now?) running on these servers already, there
is no technical need for this domain: object to delegate the 0. subzone.

What are you trying to achieve?
