I admit that the error message is a bit confusing here. It was emitted
by Zonemaster, which we use for pre-delegation testing. It has gotten
confused by the presence of the parent zone 28.147.in-addr.arpa.

You will not be able to create a domain object for 0.28.147.in-addr.arpa
while 28.147.in-addr.arpa exists. You will have to delete the parent
domain object first, and then create 0.28.147.in-addr.arpa.

Beware! The parent zone (147.in-addr.arpa) is operated by ARIN. The
inter-RIR delegation exchange process is quite slow, and it can take
several hours for the changes to become visible in the DNS. The worst
case scenario can be where the deletion of the 16-sized delegation is
picked up by ARIN, but the addition of the /24-sized delegations takes
longer, and you face an outage.
