Kish, Command Center is bound to the db2admin server running on the same server as the database and it has better control than COGONS which is nothing but an ODBC application. I suggest you taking an ODBC/CLI trace for COGNOS and look for SQLCancel() ODBC call and its return code. To check the port availability, go to the server, look in the etc/services file and find the port number which is set as the SVCENAME port in DBM cfg and make sure the next port is not used by any other application (use netstat command).
