Hi..
We had a similar problema couple of months back. Recommended solution
from sybase:

Try and check the values of LC_ALL and LANG environment variables. This can
be seen
through cmd by issuing the command: echo %LC_ALL%, or under systems in the
control
panel. To ensure, keep the LC_ALL variable empty and the LANG variable
equal to enu.

Good Luck,
     Joe

Subject: DB2EUG: Runtime client

Hi..

Any one to help on this problem..

One user had sybase open client installed on his NT
box. He wanted to have UDB runtime client V7.1
installed. We installed for him and then when he tries
to use sybase open client he gets the message

"Fail to initialize LIBTCL.DLL .Please make sure the
SYBASE environment variable is set correctly"

The ENV variable is set for sybase properly....

What could be the problem???
