Leslie,
We've encountered this error on occasion, and it usually turned out to be
an inode conflict. The best way to determine if it is an inode conflict is
to shut down both instances, then start each instance individually (i.e.
start instance 1, stop instance 1, start instance 2, stop instance 2). If
both instances start OK when they are the only instance running, but trying
to start both instances (in either order) results in the second one failing
with the SQL1072C, then you've got an inode conflict.
Refer to the messages manual for SQL1072C for information on how to fix
inode conflicts. It's pretty straight forward.

thanks for the prompt reply.
I created the second instance using db2icrt and had a new id for the
instance along with a new fenc id and sysadm group for it.
Things look ok when you attach to the new instance ... i.e if you issue a
db2 get dbm cfg you get all the ne instance information cfg data ... but
the
second you do an attach to the instance or a db2start you get :

SQL1072C The database manager resources are in an inconsistent state. DB2
may have been incorrectly terminated, or another application may be using
system resources in a way which conflicts with DB2's use of system
resources.
System resource cleanup may be required.
----
And now when you issue a db2 get dbm cfg you seem to be pointing at the
other instance on the box (the one first created when db2 was installed).
I then tried to drop the instance and we find a db2bp process is hanging
around and this stops the drop .. we have to kill this process and then
drop
and recreate the instance.
any thoughts?

it does be fairly straight forward at least if it's a second istance from
the same version, otherwise (inst1 v.6 , inst2 v7) you can have some
problems with links... what are your strange messages?
Maybe this can help getting an idea of problem...
