It's probably a lot easier to get precompiled binaries for windows. For 
example, use ActivePerl and an appropriate PPM. Activestate has DBD::PgPP on 
their site, but there's a DBD::Pg PPM on PgFoundry. This link seems to describe

My choice of an easy to use unix box is a mac. Although I also use linux 
(ubuntu) based desktops, the mac strikes the right balance between unix 
compatibility and easy of use.
