As you suggested I've posted two bug reports with regards to this:

Right now I don't have time to start fixing these things. If the next
version of OpenBSD (3.3 scheduled about May/June) will still contain this
driver as "default" I'll think it over once more. Or if I magically get more
time left over. Assuming that Mr Oyama hasn't fix it himself.
If you think of starting to fix this yourself I could help out with testing
your code in my environment, if you like.

Hi Aigar,
Directly from the DBI documentation:
'There is no need to quote values being used with Placeholders and Bind
Values.'
So the driver is flawed if you need to be doing this. If it works and you
can live with the untidyness though, stick with it. I suggest you report
your bug as well (http://rt.cpan.org). Perhaps we could work on a fix if
the maintainer is unresponsive.
