If you want to run the program from any machine then you Should look at DBD::Proxy as an alternative way of connecting to The database.
In this case you would only need perl,DBI,DBD::Proxy on the "client" side of things. I agree with the other chap who responded in that Storing the sql in packages is very beneficial in terms of security (Think what would happen if someone managed to overwrite one Of those .sql files!!!) and of centralising the administration of the Application .
