Yes, that would be the case, as that would prevent this situation
happening again.

It would be no different to any other module. Ribasushi nominates
someone should he be able to, otherwise:

Personally I trust Ribasushi to make such a nomination, and I know
others do. If there are more people that don't, then that's what this
vote is for.

The only reason we're in this situation is because of MST's (perfectly
reasonable) claims to the namespace. This would clarify ownership once
and for all, and leave the decision with the module owner, as it
presumably is with all other modules.
