We're passing Unicode strings from the Sieve layer already, so that much works. But GMime is telling us that iso-8859-1 is a good representation for this data which is really a clearly quoted-printable encoding of Unicode.
In steps to reproduce, I have pasted the iso-8859-1 output of the quoted-printable decoding.
