Add migration options to dbmail-util for legacy messageblks

Looking at this, ALL the messages on "old" table messageblks, HAVE to be
migrated to the new mimeparts correct?
Will this impact something else?
Sorry the questions, since I'm on 2.3.2, and have messages on both
messageblks and mimeparts, I'd like you to clarify me if can exist any
problems with this?
