Since I made the patch, I'll comment: Messages at this point do not have to be moved to the new single storage structure. Retrieving messages that are not found in the partlists table will be attempted from the messageblks. This option is there to convert/move the messages stored with the 2.2.x legacy messageblks to the new structure. In the future, the messageblks table will disappear, so the migration was added to help with this problem. By the time 2.5 comes about that table will be gone. 2.3.6 - soon to be released - would be a version that I could feel comfortable upgrading to from a 2.2.x installation. Migration of the messages can be done while users are using the system. As this is a new feature, I do suggest that you try it on a test database first to make sure everything looks ok. You will also want to make sure the unique index is added on an existing partlists table - commited earlier today.
Recently we were discussing doing the moves based on a per user basis, but with some installations of 1000's of users, this seems silly. The end result is still going to be that you want to move all messages to the new storage structure. It took about 1.5-2 hours to move 350K physmessages on my box.
