8.2 has many more new features and optimizations and is the CURRENT stable release. 8.3tobe is in feature freeze, with release hopefully around summer.
there should be a build for 8.2 somewhere for gentoo, but I'm not a gentoo user currently (RHEL4 at work, FreeBSD at home).
