Outlook won't download messages it thinks it already has. It stores message ID information. If there is some identifying information that's on the server such as message_id's, you'll need to change them. Then Outlook will think they're new messages and download them.

I had this in mind also, but also thinked it could be something with dbmail. I removed and created the account again, but it still doesn't download the messages, does anyone knows how to delete this outlook info so that I can
download the messages?

I have a situation, I have a user that uses only POP3, and he checked

option on outlook to "leave a copy of messages on server".
the ids, seen by outlook, are stored locally on the outlook client.
dont know exactly where... but it is not a server thing, its client
stuff.
