Yes, dbmail is stable. DBMail-2 was dropped from Debian because dbmail-2 requires gmime-2.2 which was also removed from debian. DBMail-3 supports gmime-2.6 which is present in debian/ubuntu, but I'm no longer much interested in dealing with the red-tape required before some mentor will upload my packages. So unless some debian maintainer takes it upon him/herself, dbmail isn't going to re-enter debian. The package is in good shape: lintian clean.
