Maybe.I thought we had a document explaining how the SPARQL endpoint is protected so that it serves everyone, within reason. I know in the past I've dropped notes about the use of OFFSET and LIMIT as a mechanism for paging through the data etc..
We've also made it clear, many a time, that we have DBpedia and the LOD Cloud cache instances that provide SPARQL access to the same data. The LOD cloud cache instance in on a bigger setup (and so it can handle more expensive operations that arise from concurrent access across the Web etc..
