as far as I can oversee this issue, I think there is some mistake in the
derivation of the variational formulation. You cannot add a scalar value
to a tensor. Did you derive the variational formulation in another way
than tutorial step-22 does?

This comes from the discretization of a control problem where a Q1
control "meets" a Q2 test function.
