I share the feeling of inconvenience but I think the patch is trivial
(or maybe I'm missing something here...).

Just schedule the keysigning party as last year, but instead of doing
the "global" one in the allocated time frame do the various "local"
parties in different places of the venue.  This way you solve the
"looking for keysigning mates" problem and you can also keysign spending
less time than with the global party approach.

FWIW, I also have no objection in scheduling *also* the global party,
people not interested can simply avoid to opt-in.
