Upslug2 is a linux tool for flashing images onto an NSLU2. It does not have a windows port as far as I know. There is a SerComm upgrade tool which does much the same thing and works on Windows. Stay well away from the Linksys EraseAll tool - if you use it with a Debian image it will permanently brick your slug (unless you have JTAG to recover it). This is because the Debian NSLU2 images do not contain RedBoot. All other flashing techniques (including Upslug2 and the SerComm tool) are careful not to touch your bootloader.
