I was just able to bring up a grub menu following your procedure, (I was
using
the Fedora-Server-DVD-aarch64-22_Beta.iso file, did not actually install)

I suspect something is wrong with the Jessie daily netboot.tar.gz, I
will try the Jessie daily DVD image.
