There are some scripts at <https://salsa.debian.org/installer-team/d-i/-/blob/master/scripts/l10n/scan-trans?ref_type=heads> which generate this file: <https://d-i.debian.org/translations.txt> I think it's not trivial to generate those data within the l10n-sync script.
