/proc/swaps does only contain the headings if no swap is configured. base-installer/bootstrap-base should not try to configure resume in that case, log that fact and continue. partman itself is loud enough if you don't configure swap.
I think that I'll probably discover other things that should be changed. Maybe I'll find time over easter to pursue that.
