I think you're missing the point that the maintainer of the newly- installed Debian system may *disagree* with the TZ information provided by the dhcp
admin.

No, that's exactly what I meant. The dhcp administrator may not care, or may have wrong-headed ideas about this (or any) bit of data. The client must be able to tailor for her own particular needs.
