Technically? Yes. Without problems.
We need a flexible interpretation of Debian Policy §8.1 when doing so
though ("The run-time shared library must be placed in a package whose
name changes whenever the SONAME of the shared library changes"), but
since our SONAME shouldn't change when adding symbols only, we're ok.
