If the boot parameters is like: kernel (hd0,0)/boot/bzImage-now root=3D/d=
ev/hdd1 ro
the boot process will halt with an error message:

Mounting a tmpfs over /dev...rm: cannot remove '/dev/test-file'

The solution is simple: change the boot parameter to "rw".

It's a very simple problem, but can make some headaches.
Please include information in /usr/share/doc/udev/README.Debian.gz about
this.
