this doesn't work in dpkg-reconfigure:
$ENV{DEBIAN_HAS_FRONTEND}='';
cdebconf does a unsetenv on this, so perhaps change to:
delete $ENV{DEBIAN_HAS_FRONTEND};
I've checked against current trunk and this still applies.
