I suggest adding a "doc" tag to the BTS. This would be used
anytime the report involves problems with the package
description, man pages, etc.
Incomprehensible package descriptions and nonexistent or
slovenly manpages are a chronic serious problem for Debian.
Providing patches for this class of bug requires a different
set of skills than fixing a segfault or other programming
issues. By making it easier for people who are good at
English writing to find these bugs I hope we can get a new
pool of volunteers to help the project.
If there is demand, this tag could also be used to produce
automated "what needs help" reports to the (woefully
underused) i18n-english list.

Usertags pretty much fix these bugs, and since there has been no
response to the requests for additional information, I'm closing these
bugs.
