To reproduce:
1) make sure aspell-en is *not* installed on the system
2) install a few dictionaries
3) install aspell-en
4) install a few more dictionaries
5) start evolution
6) select Tools/Preferences to invoke the preferences panel
7) select the "Composer Preferences"
8) select the "Spell Checking" tab
9) verify that only the languages that were install *before* aspell-en
are available to gnome-spell
My guess is that this is a gnome-spell problem, because aspell *does*
see all dictionaries, as you can see using the command 'aspell dump dicts'
